Organizing the employees of the University of the Philippines in Diliman, Quezon City into a housing cooperative was no simple task . The founders who formed the organizing nucleus of the housing cooperative, namely Dr. Virginia A. Teodosio (now Virginia Queano) and Melisa R. Serrano, faculty and research associate respectively of the UP School of Labor and Industrial Relations, were confronted with the task of encouraging the once cynical Diliman community to go cooperative housing to meet their housing needs and aspirations and the difficulty of selecting the most appropriate project site. The initiative was the first ever in the UP community.

Organizing started in March 1990 highlighted by the unit-to-unit orientation seminars conducted in some 73 colleges and offices in the Diliman campus. The cooperative was officially registered with 20 cooperators as the UP Employees Housing Cooperative (UPEHCO) in December 19, 1990, the first housing cooperative to register with the then newly-created Cooperative Development Authority (CDA). Since then, membership has grown at an average rate of 40 percent annually. Members were no longer concentrated in the Diliman campus but other campuses of the UP as well - in the Manila-PGH campus, and the UP Iloilo campus. As of December 31, 1995, UPEHCO’s membership stands at 2,218.

UPEHCO aims to provide good and decent housing to its members at the lowest possible cost. It utilizes non-conventional housing technologies and building systems without compromising quality and affordability. Its vision-mission is to build alternative housing cooperative communities where each resident has a voice in managing the whole community where his/her creativity and skills could be put into practice.

As of March 1996, UPEHCO has already two sites -- the 8.2 hectare property in Antipolo, Rizal and the 6.2 hectare property in Dasmarinas, Cavite. The Pamayanang UPEHCO-Antipolo is home to about 322 beneficiaries and the Pamayanang UPEHCO-Cavite, about 480 beneficiaries. Both sites are now into the third phase of project development - house construction. Later in 1996, UPEHCO plans to go to the Los Banos and Tacloban campuses for housing cooperative projects.

UPEHCO Cavite Multi-purpose HallThe success of UPEHCO lies in the fact that it has been able to put down the cost of housing by at least 75 percent. Moreover, employees who could not afford to house themselves on their own are now assured of good housing at the lowest possible cost and the potentials of a good community. Finally, UPEHCO is fortunate to have among its ranks people, particularly its General Manager, Ramoncito G. dela Rama, who started with UPEHCO as a student assistant, who have already acquired the expertise of site selection and other technical aspects of development and construction.

Most of the contents of this manual are taken from the Cooperative Housing Society Member Orientation Manual prepared by the Cooperative Housing Foundation (CHF) for the National Cooperative Housing Union (NACHU) in Nairobi, Kenya which came into print in September 1988. Minor modifications have been incorporated.

It is anticipated that this manual will enable members to acquire a better understanding of UPEHCO as a housing cooperative. It is hoped that this understanding will encourage members to provide more meaningful participation in all activities of UPEHCO and continuously support the cooperative as it pursues its objectives.

UPEHCO and PAG - IBIG

UPEHCO is non-profit, non-governmental organization registered with the Cooperative Development Authority in 1990. The cooperative has a membership base of approximately 2,000 as of January this year, 90% of whom are PAG-IBIG members and majority are employed with the University of the Philippines.

Some of the members come from the UP's School of Urban and regional Planning who have beenrequested to assest in the preapation of the site development plans. member from the College of Architecture have been tapped to draw the housing designs while those from the Community Planning, development and Maintenance Office help in the construction of the housing units. finaly memebers from the College of Law have provided legal assistance to the cooperative.

Indeed, the concept of "bayanihan" has been well mobilized by the cooperative to achieve its purpose.

It was a story of sheeer determination and perseverance manifested by these employees of the University of the Philippines (U.P). driven by the desire to own their own homes, they organized themselves into the UP Employees Housing cooperative, Inc.
(UPEHCO) and availed of a loan from the Pag-IBIG fund under thye group Land Acquisition and development Program or GLAD. Financial assistance from Pag-IBIG comes up to P37,887 million for the acquisition and development of an 8.18 hectare rawland at Banaba, brgy. San Luis, Antipolo, Rizal, and contruction of 314 housing units of the cooperative’s member.

The UPEHCO was organized to undertake, among others, the acquisition of the rawland in Antipolo and the development of the housing project for the benefit of it’s cooperative members composed of UP office personnel and faculty member.

What is UPEHCO

as a response to the challenge of coming up a working strategy to provide decent and affordable housing to the ordinary Filipino family, the UP Emplyees Housing Cooperative (UPEHCO) was organized in March 1990 by a group of academics and cooperative avocate in the Diliman Campus of the Philippines. The initiative was the first ever in the UP community.

from an initial membership of 21 in December 1990, UPEHCO's memebreship has grown at an average of 40 percent annually. Most of the members are administrative and academic personnel of various campuses of the University - in Diliman, and ILoilo, and later to include other campuses of the University.
